The British Council wishes to commission a review of the Bilingual Education Programme at Secondary to examine and analyse current opportunities and challenges and provide recommendations for how best we can support teachers at Secondary going forwards through the Guidelines, CPD and research initiatives.
Context for RfP
British Council’s collaboration in the Bilingual Education Programme (BEP) with the ‘Ministerio de Educación y Formación Profesional’ (MEFP) provides access to quality bilingual and bicultural education through a series of Ministerial agreements between the MEFP, British Council and ten Regional Education Authorities. Within this framework, the British Council implements a programme of Continuing Professional Development (CPD) for teachers, curriculum support initiatives and research projects and articulates policy dialogue opportunities nationally and internationally. The BEP works across Early Years, Primary and Secondary with children and young adults from 3-16 years old.
The British Council is currently leading on producing new guidelines to support the BEP reinforcing the methodologies appropriate to the programme and ensuring alignment with the new education law, the LOMLOE. The new Early Years guidelines were published in 2022 and the work on the Primary guidelines is ongoing to be published this year. However, guidelines for BEP at Secondary present different challenges and provide an opportunity for British Council and the MEFP to review the BEP programme at Secondary level.
